Jon holds the Ph.D. in Political
Science with a concentration in public administration and management
from the University of Tennessee and Master of Arts and Bachelor
of Arts degrees in Political Science from Appalachian State
University. He has worked with local, state, regional
and federal government agencies for 24 years as a university-based
trainer, facilitator, and consultant. Dr. Pierce has assisted
a large number of local governments and state agencies in the
design and conduct of strategic planning, goal setting, performance
measurement, benchmarking, reengineering and reinvention efforts.
Further, he regularly teaches courses in the Master of Public
Administration program at the University.
Prior to joining the faculty of the Institute for Public Service
and Policy Research, he served as director of the Governmental
Services Institute and the Office of Professional Development
and Community Education of Northern Kentucky University and
as executive director of the Appalachian Regional Bureau of
Government at Appalachian State University.
