Serphia earned her Bachelor of Science in Management Information Science from Claflin University and a Master of Arts degree in Human Resources Management and Human Resources Development from Webster University.  Prior to joining the Institute, Serphia worked for the South Carolina Department of Transportation and the Budget and Control Board - Office of Human Resources as an information technology trainer and training coordinator, respectively.  Her responsibilities with the Institute include developing, managing, and conducting training programs and providing technical assistance services and research for state and local government.  Serphia’s area of interest is e-learning.
