Anna earned a Bachelor of Arts degree
in Political Science from Columbia College and a Master of Public
Administration degree from the University of South Carolina.
Her primary responsibility with the Institute is to serve as
project director for the South Carolina Municipal Benchmarking
Project. She provides technical assistance for state and
local governments ranging from reengineering processes to strategic
planning. She also develops and conducts training programs
specifically designed for local government managers and supervisors
on performance appraisals, team building, group decision-making
tools, and employee discipline. Anna's areas of interest
are performance benchmarking and process improvement efforts
in local government organizations. Prior to joining the Institute
in 1997,she worked with the South Carolina State Budget and
Control Board's Office of Human Resources where she assisted
analysts in conducting organizational assessments.
