SC Association of County-Wide Elected Executives Leadership Academy
Purpose
The Leadership Academy is designed specifically to meet the ongoing
professional management and leadership development needs of the
South Carolina Association of County-Wide Elected Executives (SCACEE)
membership. The Academy is conducted by the University of South
Carolina’s Institute for Public Service and Policy Research (IPSPR)
for SCACEE. The curriculum includes twelve 2.5 hour courses for a
total of thirty hours of instruction. Participants who complete all
thirty hours of instruction will receive a certificate of
completion.
It is important for participants to note that the courses offered in
this program are designed to compliment other training available to
SCACEE members such as the Institute of Government for County
Officials and the Academy for County Auditors, Treasures and Tax
Collectors. Courses offered as a part of this program cannot be
substituted for or counted toward completion requirements of any
other program.
The Curriculum
Foundation Courses
Managing the Public’s Business. An overview of the history,
environment, major themes, challenges and future directions of
public administration and management. Particular emphasis is placed
on the contrasts between public and business administration.
History of County Government in South Carolina: The Evolution of
Home Rule. An introduction to the historical development of the
structure and function of counties in South Carolina with a
particular emphasis on the issue of home rule.
Roles and Responsibilities of Elected Department Heads. A
review of the statutes governing the roles and responsibilities of
elected department officials. Current issues will be discussed.
Ethics in Government. This course goes beyond the provisions
of the ethics act and uses case studies to provide participants with
the opportunity to explore ethical decision making based on the
principles and values of public service.
Management Courses
Managing Time and Stress. This course is designed to build
participant awareness about where how they spend their time as well
as understanding their sources of stress. Practical ideas for better
managing time and stress are discussed.
Human Resource Management: Current Trends and Issues. A
primer on basic human resource management systems and practice.
Topics include staffing, selection, compensation, evaluation,
employee development, discipline, and legal aspects.
Planning and Goal Setting. This course focuses on
departmental strategic planning and the development of measurable
goals.
Managing for Efficiency and Effectiveness. As a companion
course to Planning and Goal Setting, this course focuses on
strategies for analyzing and streamlining (reengineering) the
processes and procedures used to provide services to the public to
insure that they are as efficient, effective, and customer friendly
as possible.
Leadership Courses
Overview of Leadership: Concepts and Theories. A brief
history of the development of our theoretical understanding of
leadership as distinct from management. Participants will have the
opportunity to complete a self assessment to better understand their
current strengths and weaknesses as leaders.
Collaborative Leadership: Concepts and Skills. Given the
nature of the political environment that they work in, it is
critical that elected department heads have the ability to
collaborate with others. The emphasis is on the leader’s role as a
facilitator, finding common ground and building consensus.
Influence and Persuasion. In order to form and sustain
coalitions, find common ground, and negotiate, leaders must be
skilled in the art of influence and persuasion. These are critical
skills for effective leadership.
Organizational Culture and Change. This course is designed to
help the leader understand and assess their organization’s culture.
In addition, the course focuses on organizational change and
strategies for overcoming resistance to change. |
