Clerks to County Council Training Program

 

Purpose

The purpose of the County Clerks to Council Training Program is to assist clerks to county council and assistant clerks in understanding their roles and responsibilities and to provide an opportunity to enhance their skills and abilities to function effectively in an increasingly challenging work environment. The Institute for Public Service and Policy Research at the University of South Carolina began offering this program in 1990 and continues to work closely with members of the South Carolina Association of County Clerks to Council to ensure the training continues to meet the needs of its members.
 

Educational Sessions
The curriculum of the County Clerks to Council Training Program consists of 12 courses. Eight of these courses are required and four are electives. Each course equals three hours of credit. The courses are offered through the South Carolina Association of Counties’ Institute of Government for County Officials and the winter meetings of the South Carolina Association of County Clerks to Council.

In order to receive credit for the courses, the South Carolina Association of County Clerks to Council requires clerks to complete a knowledge transfer questionnaire. Any questions regarding this requirement should be directed to the Association’s Certification Committee. Completion of the courses and the questionnaires satisfies the educational component of the South Carolina Association of County Clerks to Council's certification requirements.  

Required Courses –
There are a total of eight courses that are required as part of the training curriculum. The following five courses are offered as part of the South Carolina Association of Counties’ Institute of Government for County Officials.

Conducting Meetings
                Financial Management
                Intergovernmental Relations
                Ethics and Public Service
                Records Management*
                Note- this session is offered in conjunction with the October session of the Institute of    
                Government for County Officials.
  

The remaining three required courses are clerk-specific and are offered during the winter meeting of the South Carolina Association of County Clerks to Council.

Electives –
The clerks are also required to complete four elective courses in order complete the course requirements of the
curriculum. Any other non-required course offered through the South Carolina Association of Counties’ Institute of Government for County Officials or at the winter meetings of the South Carolina Association of County Clerks to Council.
