County Clerks to Council Training Program
Purpose
The County Clerks to Council Training Program began
in 1990 as a service provided by the Institute for Public Service
and Policy Research at the University of South Carolina. The
program has evolved to meet the continuing education needs of county
clerks. The purpose of the County Clerks to Council Training Program
is to assist clerks to county council and assistant clerks in
understanding their roles and responsibilities and to provide an
opportunity to enhance their skills and abilities to function
effectively in an increasingly challenging work environment.
Educational Sessions
The educational sessions are held three times a
year, typically in February, August and October. The February
sessions are held in conjunction with the South Carolina
Clerks to Council Association meeting in Myrtle Beach. The August
sessions are offered during the South Carolina Association of
Counties’ annual meeting. In the fall of each year one of the
counties hosts a Spotlight Program to share the ideas and systems
unique to that county. When possible, the fall training classes are
scheduled during this program.
One of
the advantages of having the University of South Carolina’s
expertise in curriculum development is that the courses are tailored
to the knowledge and skills necessary to perform the clerk duties.
Institute staff conducted a job analysis in 2003 and revised the
original three-year curriculum to streamline the educational process
and better meet the needs of the clerks. The revised two-year
curriculum consists twenty-four mandatory hours and twelve elective
hours which can be attained by completing four of six elective
courses. Completion of this curriculum satisfies the educational
component of the certification requirements.
