GRS provides technical assistance to state and local government
organizations on a contractual basis. In contrast to the quick fixes
so often sought by organizations, technical assistance projects
offer more in-depth, longer-term services which are based on a
thorough diagnosis and which generally include a staff development
or capacity-building component.
The focus of the Center’s technical assistance efforts is on helping
government develop the capacity to use the principles and practices
of results-oriented government, and to be accountable for outcomes –
measuring the extent to which public programs are successfully
addressing the real needs of those being served. Technical
assistance is currently available in a variety of areas including:
Management Practices
- Strategic planning
- Organizational culture assessment and change
- Organizational structure and design
- Reengineering processes
- Performance measurement
- Benchmarking
Retreat Facilitation
Staff design and facilitate retreats for city and county councils,
boards and commissions, and management teams. Retreats are
conducted for a wide variety of purposes including strategic
planning and goal setting, implementation planning, budgeting,
team building, problem solving, and issue analysis. The staff are
highly skilled and experienced group facilitators. For
